โครงการพัฒนาสมิทธิภาพทางภาษาอังกฤษ สำหรับประชากรในเขตพื้นที่เศรษฐกิจชายแดนจังหวัดสระแก้วเป็นโครงการที่จัดเพื่อลดความเลื่อมล้ำทางด้านโอกาสการเข้าถึงการศึกษาของประชากรในเขตพื้นที่ชายแดนซึ่งยากต่อการเข้าถึงการศึกษาที่มีคุณภาพด้วยเหตุนี้วิทยาลัยนานาชาติเพื่อศึกษาความยั่งยืนจึงจัดโครงการดังกล่าวขึ้นเพื่อ พัฒนาสมิทธิภาพทางภาษาอังกฤษเพื่อการสื่อสารระหว่างวัฒนธรรมในการปฏิบัติงานของเจ้าหน้าที่ตรวจคนเข้าเมือง อำเภออรัญประเทศ จังหวัดสระแก้ว เพื่อพัฒนาสมิทธิภาพทางภาษาอังกฤษและเพิ่มระดับผลสัมฤทธิ์ในการเรียนรายวิชาภาษาอังกฤษของนักเรียนระดับประถมศึกษาและมัธยมศึกษา ในจังหวัดสระแก้ว และเพื่อพัฒนาความสามารถครูผู้สอนภาษาอังกฤษระดับประถมศึกษาและมัธยมศึกษาให้สามารถสร้างแบบทดสอบวัดระดับสมิทธิภาพทางด้านภาษาอังกฤษตามแนวทางการสอบ O-NET ได้อย่างมีประสิทธิภาพ

The number of students in schools located in the rural border between Thailand and Cambodia in Sa Kaeo province does not have equal opportunity to access to good quality in education, especially English education. This is because the schools in this area do not have enough qualified and professional teachers who can provide appropriate teaching methods or activities to enhance students’ knowledge. As lacking of opportunity to study with qualified teachers, the average English scores in the Ordinary National Educational Test (ONET) of the students in the schools in border areas of Sa Kaeo provinces are the lowest when compared to other provinces. International College for Sustainability Studies, Srinakharinwirot University, therefore, has initiated the educational project entitled “Developing English Language Proficiency among Locals Living in the Border between Thailand and Cambodia in Sa Kaeo Province” to ensure inclusive and equitable quality education and promote lifelong learning opportunities for all. The project comprises of three main activities which aim to (i) increase the English language proficiency of students studying in the target schools, (i) enhance English skills and intercultural communicative competence of immigration officials working for Sa Kaeo Immigration Office, and (i) ensure that teachers teaching English in schools located in the rural border between Thailand and Cambodia in Sa Kaeo province are able effectively write the English tests in accordance with ONET.

ผลกระทบกับเศรษฐกิจ สังคม และสิ่งแวดล้อม
ผลกระทบของการจัดโครงการที่มีต่อชุมชนที่เห็นได้อย่างเด่นชัด คือ

1. ด้านสังคม กล่าวคือ
1.1 ข้าราชการตำรวจตรวจคนเข้าเมือง จังหวัดสระแก้ว ได้รับการต่อยอดการเพิ่มพูนมีความรู้และทักษะการใช้ภาษาอังกฤษในการทำงานสื่อสารระหว่างวัฒนธรรม การทำงานของข้าราชการตำรวจที่ชายแดนอรัญประเทศเป็นด่านแรกของการติดต่อสื่อสารกับประเทศไทย ข้าราชการที่สามารถสื่อสารด้วยภาษาอังกฤษได้อย่างมีประสิทธิภาพ มีกลวิธีในการสื่อสาร และตระหนักถึงความหลากหลายทางวัฒนธรรม จะทำให้การทำงานสำเร็จลุล่วงด้วยดี มีประสิทธิภาพ รวมทั้ง สร้างภาพลักษณ์ที่ดีให้กับองค์กรและประเทศชาติ
1.2 การพัฒนาและเตรียมความพร้อมทางภาษาอังกฤษสู่ประชาคมอาเซียน สำหรับประชากรในเขตพื้นที่เศรษฐกิจชายแดน จังหวัดสระแก้ว ยังทำให้ได้แนวทางในการจัดอบรมครูระดับมัธยมศึกษา ด้านการพัฒนารูปแบบการจัดการเรียนการสอนภาษาอังกฤษการพัฒนาแบบทดสอบเพื่อต่อยอดไปยังการพัฒนาความสามารถทางภาษาอังกฤษของนักเรียน และประชากรในพื้นที่ (ข้าราชการตำรวจตรวจคนเข้าเมือง จังหวัดสระแก้ว) ที่ส่งเสริมให้เกิดการพัฒนาและความพร้อมในการสื่อสารข้ามวัฒนธรรมด้วยภาษาอังกฤษอย่างมีประสิทธิภาพ และนำไปสู่การถ่ายทอดองค์ความรู้สู่ชุมชนผ่านทางสถานศึกษาต่อไป ทั้งนี้เพื่อการสร้างสังคมของตนเองที่ยั่งยืน

2. ด้านเศรษฐกิจที่มีต่อกลุ่มเป้าหมาย คือ เป็นการลดค่าใช้จ่ายด้านการฝึกอบรมภาษาอังกฤษในการเพิ่มผลสัมฤทธิ์ทางการเรียนของผู้ปกครองที่ไม่ต้องเสียค่าใช้จ่ายในการเรียนพิเศษของบุตรหลาน รวมถึงเป็นการลดค่าใช้จ่ายด้านการฝึกอบรมเพื่อพัฒนาตนเองด้านภาษาอังกฤษและวิชาชีพของบุคลากรและของหน่วยงานในพื้นที่เป้าหมายด้วย

ทั้งนี้ การดำเนินโครงการการพัฒนาและเตรียมความพร้อมทางภาษาอังกฤษสู่ประชาคมอาเซียน สำหรับประชากรในเขตพื้นที่เศรษฐกิจชายแดนจังหวัดสระแก้ว มีจุดแข็งของการดำเนินกิจกรรม คือ กิจกรรมต่าง ๆ ที่จัดเป็นส่วนที่ตอบสนองความต้องการของชุมชนด้านการศึกษาอย่างแท้จริง เพราะมีการสำรวจความต้องการของชุมชน ผ่านหัวหน้าหน่วยงาน active actor และคนในชุมชน โดยยังจุดที่สมควรแก้ไข คือ การมีส่วนร่วมของชุมชนเป็นเพียงการเข้าร่วมกิจกรรม ยังไม่ได้มีการวางแผนร่วมกันเพื่อการพัฒนาที่ยั่งยืน ซึ่ง ควรมีการวางแผนร่วมมือกับชุมชน active actor และคนในชุมชน เพื่อให้เกิดนโยบายในหน่วยงานของชุมชนเองในอนาคต โดยผ่านความช่วยเหลือด้านวิชาการ เทคนิค และข้อมูลจากทาง มศว

Impacts with local economic, society, and environment
The most significant impacts of the project on the local developments are as follows:
1. Impacts on Society
1.1 Sa Kaeo immigration officials can improve their English skills and intercultural communicative competence. This impact provides a lot of benefits for the officials when doing their working routines because they can apply English commination skills and intercultural knowledge to their jobs. This knowledge ensures that the immigration officials can successfully communicate with foreigners in English with the awareness of cultural differences, and this makes Thailand have a high reputation for being a host country in a long term.
1.2 In term of preparing local people in in the rural border between Thailand and Cambodia in Sa Kaeo province for being ASEAN citizen, the project provides a practical guideline and model for teachers to improve their English teaching methods as well as develop good English tests in accordance with ONET. Teachers who attended the project can apply the knowledge to improve their students’ English skills. Not only students, but locals also have opportunity to improve their English skills, and this make life-long learning environment where the communities to depend on themselves in term of improving English language proficiency.
2. Impacts on Economic
By providing free training courses for students, teachers, and immigration officials, the stake holders can reduce the budget that they have to spend on education, so they can use their money on other expenses. When having enough money to pay for all basic requirements of life such as food, medical, and housing, the communities can live happily with equal opportunities to get access to all basic needs.
