The Special Education and Care Certificate Program was established with the purpose of providing an opportunity for teachers, who possess experience in other teaching disciplines and fall below 50% of the median income, to acquire the necessary qualifications to teach disabled students. This certificate equips teachers with the skills to customize lesson plans and instruction to cater to the needs of students with varying disabilities. The program is supported by the Educational Promotion and Development Fund for Handicapped, which operates under the Office of Basic Education Commission (OBEC), and is aimed at offering in-service training to update teachers' knowledge and skills in Special Education. To facilitate the program, Educational Promotion and Development Fund for Handicapped provides 70 fully-funded scholarships.
The program has been successful in reducing the proportion of teachers who live below 50% of the median income by the year 2022. Teachers who complete the special education and care certificate program earn an additional 15% of their median monthly income, which results in a regular monthly income increment of around 2,500 Thai baht. Thus, the program empowers and promotes economic inclusion, thereby helping individuals to earn more income.
The Special Education and Care Certificate Program is designed to promote social, economic, and political inclusion for all individuals, regardless of their age, gender, disability, race, ethnicity, origin, religion, or economic status. Upon completion of the program, teachers are equipped to create an individualized education program (IEP) tailored to the specific needs of students requiring special services, classroom modifications, or accommodations. Each teacher who undergoes the program can potentially enhance the quality of life for up to 30 students with disabilities. As a result, the 70 graduates of the program could provide education and support to 2,100 students with disabilities each year.
