The Special Education and Care Certificate Program was established to provide an opportunity for teachers with experience in other teaching disciplines to earn the necessary qualifications to teach students with disabilities. To be eligible for the program, individuals are required to hold a bachelor's degree, have teaching experience, and possess a basic teaching certification. Upon completion of the program, teachers are equipped with the skills and knowledge necessary to individualize lesson plans and instruction to meet the diverse needs of students with varying disabilities.

It's important to note that the program is highly regarded and valued by various organizations and institutions worldwide. The program has been designed to equip teachers with the tools and techniques to address the unique challenges faced by students with disabilities. Teachers who have completed the program are able to create a positive and inclusive learning environment that caters to the specific needs of their students. This program has been widely recognized as an effective way to provide quality education to students with disabilities, and it has enabled many teachers to enhance their teaching careers.

Upon completion of the program, teachers are equipped with the skills and knowledge to provide individualized support to students with disabilities, and to work effectively with families, school personnel, and outside organizations to develop strategies and resources that improve the quality of life for individuals with disabilities. This program has proven to be highly effective in promoting social, economic, and political inclusion for individuals with disabilities, and it has enabled many individuals to live a more fulfilling life.

The Educational Promotion and Development Fund for the Handicapped, which operates under the Office of Basic Education Commission (OBEC), provides funding for the Special Education and Care Certificate Program. The program is designed to provide in-service training to update the skills and knowledge of teachers who work with students with disabilities. To support this goal, the Educational Promotion and Development Fund for the Handicapped is offering 70 fully-funded scholarships for the academic year 2021-2022. These scholarships are available to teachers who are currently employed by the Ministry of Education and who teach students with disabilities. By offering these scholarships, the program aims to support the professional development of teachers and ultimately improve the quality of education provided to students with disabilities in Thailand.

Impact

The Special Education and Care Certificate Program is a significant step towards promoting inclusive education and improving the quality of life of persons with disabilities in Thailand. By providing teachers with the necessary skills and knowledge to cater to the needs of students with disabilities, the program aims to empower and promote the social, economic, and political inclusion of all.

The Educational Promotion and Development Fund for the Handicapped has offered 70 fully-funded scholarships for the academic year 2021-2022 to support the program's goal of providing in-service training to update teachers' skills and knowledge in special education. Upon graduation, these well-trained teachers can provide an individualized education program (IEP) designed to meet the unique needs of each student with disabilities.

It is estimated that each of these teachers could support and improve the quality of life for 30 students with disabilities, thereby benefiting 2,100 persons with disabilities at the national level each year. By providing these scholarships, the program not only benefits students with disabilities but also supports the economic inclusion of teachers who live below 50 percent of the median income. These teachers can earn an additional income of around 2,500 Thai baht per month, which can help to alleviate financial strain and improve their standard of living (SDG 10).
