3.8 Achieve universal health coverage, including financial risk protection, access to quality essential health-care services and access to safe, effective, quality and affordable essential medicines and vaccines for all 3.8.1 Coverage of essential health services (defined as the average coverage of essential services based on tracer interventions that include reproductive, maternal, newborn and child health, infectious diseases, non-communicable diseases and service capacity and access, among the general and the most disadvantaged population) From 2004 until now, we provided 49,236,740.33 THB for those underprivileged people. This important work was the social responsibility to enhance the quality of health welfare and better well-being for everyone.
Caveat

Social work provides public social services to promote social justice. Our work activity was rendered to the individual, groups, and communities in need by using different problem-solving methods. Groups were at higher risk than the public, for instance, the elderly, children, and people deprived through social and economic conditions of fundamental rights, such as underprivileged citizens, who stayed in social welfare sites. Srinakharinwirot University has the Panyananthaphikkhu Chonprathan Medical Center (PCMC) and HRH Princess Maha Chakri Sirindhorn Medical Center to support underprivileged people. They are alien workers, disabled people, and people in welfare homes.

Panyananthaphikkhu Chonprathan Medical Center (PCMC):
Our division was a professional service reporting directly to the PCMC director's office. Among people had been sheltered in 11 social welfare homes surrounding our hospital and most of them were under our hospital’s responsibility. In 2021, Nonthaburi province had a population of 1,288,637* and 1,054** of them had disability certificates. The most common problem among these people was a lack of financial aid and medical care support. To ensure that these specified special need people procured basic medical welfare to the same standard as Thai citizens, PCMC social workers provided plenty of financial support for them. Those patients were people with social vulnerability in all age groups living in various nursing homes located in Nonthaburi. Recently, PCMC provided 612 medical services to outpatients and 41 to hospitalized patients. The total amount was 788,121.60 baht.

After 2019, PCMC social workers implemented academic discipline, scientific acquaintance, and skills in human relationships. This facilitated individuals to obtain social or personal satisfaction. We used 4 basic procedures to complete our mission 1) to define the problems 2) to generate alternatives 3) to evaluate and select alternatives. 4) to implement solutions. As we found that some vulnerable groups had no disabled person ID card or Thai citizen ID. Subsequently, we gave unnecessary our own medical welfare expenses. Our solution was an early detection process employing the medical record and notification by unit staff. Social workers gathered all existing documents and coordinated with the entitlement unit to help register people with no universal coverage health insurance by applying ID card for the disabled in Social Development and Human Security Office system.

In early 2020, the number of homeless people significantly increased because of the COVID-19 pandemic. They were unemployed, lost health insurance, and needed help from welfare shelter services such as Nonthaburi Home for the Destitute. We provided financial support for these unsheltered patients who were suffering from critical illness and were admitted to the hospital. The total expenditure amount was 821,485.50 THB, which increased compared to the earlier year.

HRH Princess Maha Chakri Sirindhorn Medical Center:
HRH Princess Maha Chakri Sirindhorn Medical Center supports underprivileged people same as the Panyananthaphikkhu Chonprathan Medical Center (PCMC) since 2004. In 2021, we provided financial support to alien workers and disabled people who were suffering from critical illness and were admitted to the hospital. The total expenditure amount was 11,679,215.20 THB. From 2004 until now, the total expenditure amount was 42,524,868.08 THB.

Impact

Nonthaburi province located among enormous numbers of organizations under Ministry of Social Development and Human Security. There were offices around the same areas, such as the Department of Social Development and Welfare, the Department of Children and Youth, and the Department of Empowerment of Persons with Disabilities. Their customers were suffering from sickness or required health screening. Both medical centers were determined to do moral activities and good governance in management and medical services. Continuing subsidies from our social work division might exceed the government’s budget. From 2004 until now, we provided 49,236,740.33 THB for those underprivileged people. This important work was the social responsibility to enhance the quality of health welfare and better well-being for everyone.
